Meet Our Leadership Team
Tom Kelly
PRESIDENT
As president of Actalent, Tom Kelly leads a global team of dedicated professionals who help Fortune 500 companies advance their engineering and sciences initiatives through services and talent solutions.
Tom began his career with Allegis Group in 1994, holding various roles in financial operations before he was promoted to vice president of client delivery at Aerotek, where he drove growth and account management for some of the world's largest brands. In 2008, Tom joined Allegis Group’s Major, Lindsey & Africa, as chief financial officer. Tom provided financial insight to the company’s international business as it grew in service offerings and geography, while maintaining financial growth. Tom returned to Aerotek two years later as chief financial officer. In 2020, he was promoted to president and has served in that role since.
Believing organizational success occurs when leaders take care of their team, Tom employs a people-first strategy. He is passionate about helping people identify the role where their passions and talent meet.
Tom holds a B.S. in accounting from Mount Saint Mary’s University.
Stacey Jenkins
Chief Financial Officer
As chief financial officer of Actalent, Stacey oversees the financial performance and strategic growth for the company.
An innovative and strategic leader with more than 25 years of diverse industry experience, Stacey has held key operational and corporate leadership roles since joining Allegis Group in 1998. She spent 15 years overseeing financial strategy and performance for Actalent’s sister company, Aerotek. Later, as vice president of strategic delivery, Stacey led Aerotek’s centralized delivery operations and developed innovative solutions to help customers meet complex human capital challenges. She was promoted to chief financial officer at Aerotek in 2020 and has held that position since.
Stacey now oversees the financial strategy, financial performance and strategic planning for Actalent. She works closely with leadership to ensure operational efficiency across business units and manages teams that develop and implement processes to drive productivity and performance.
Passionate about developing others, Stacey mentors emerging leaders and serves on the executive committee and board of Junior Achievement of Central Maryland. Recognized three times on Staffing Industry Analysts’ Global Power 150 — Women in Staffing list, Stacey is celebrated for her people-first approach and commitment to building inclusive, high-performing teams.
Greg DeLuca
Senior Vice President, Actalent Services
Greg DeLuca serves as the head of Services for Actalent. In this role, he leverages his vast experiences and expertise to drive growth across the company’s Services business.
Greg joined Allegis Group in 1995 as a recruiter. Having held numerous leadership roles across the organization during his tenure, Greg has been responsible for executing sales, workforce management, and delivery strategies to diversify the company’s offerings. Prior to joining Actalent in 2021, Greg worked with leaders across Allegis Group to drive alignment and prioritize focus to expand Services business across the enterprise.
Vinay Nayak
Senior Vice President, Strategic Sales and Operations
Vinay Nayak serves as senior vice president of Strategic Sales and Operations at Actalent, where he leads business development, oversees strategic initiatives and services for the company’s largest national accounts and drives business globally while advancing Actalent’s strategic vision.
A seasoned staffing executive with more than twenty-five years of experience, Vinay began his career at Actalent's sister company, Aerotek, as a recruiter in 1998. Over the years, he advanced through multiple leadership positions, including vice president of Strategic Account Solutions and regional vice president of the Northeast region at Aerotek. His strong leadership and business acumen led to his appointment as vice president of Strategic Sales and Operations in 2017.
In 2021, Vinay joined Allegis Group’s MarketSource, as vice president, where he directed strategy, delivery and technology innovation for the retail division.
Vinay earned a bachelor’s degree in Business Administration from Montclair State University.
Luke Zauhar
Senior Vice President, Strategic Operations
Luke Zauhar is senior vice president of Strategic Operations at Actalent. In this position, Luke focuses on how Actalent’s people and technology work together to drive innovation and accelerate business performance.
Luke joined Actalent’s sister company, Aerotek, in 2003 as a recruiter in Minnesota and was promoted to sales a year later. Throughout his career, Luke has held various sales and leadership roles where he played a significant role in driving regional growth and exceeding business performance. He was promoted to regional vice president of Aerotek’s Midwest region in 2019 and at the start of 2020 became the regional vice president of the Central region. As regional vice president, Luke led the sales, operations and strategic direction to drive performance and growth within that region.
Luke built a strong legacy with four DBO promotions and has received recognition through numerous awards including DBO of the Year, Office of the Year, Classic RVP and Significant Impact for Aerotek.
Luke is a graduate of St. John’s University of Minnesota and holds a bachelor’s in business administration and communications, and minor in Theology.
Jason DeKoster
Vice President, Strategic Recruiting Centers
As vice president of strategic recruitment for Actalent, Jason leads the company’s efforts to transform and enhance its national recruiting capabilities.
Jason began his career with Allegis Group in 2007 as a recruiter in Greenville, SC. Since then, he has advanced to various leadership positions spanning strategic operations, organizational development, learning & development and marketing.
A seasoned leader, Jason, has been instrumental in empowering recruiters, creating new business opportunities and driving improved client outcomes. Jason also spearheaded the adoption of AI and automation tools, streamlining the recruitment process to enhance overall efficiency and employee retention.
Throughout his career, Jason has focused on creating and enhancing organizational capabilities, developing the next generation of leaders and creating long-term career opportunities for recruiting professionals. Passionate about developing others, Jason’s mentorship extends beyond the workplace. He volunteers as a coach for his children’s sports teams.
Blair Kennard
Vice President of Strategy and Development
Blair Kennard is the vice president of strategy and development at Actalent. An influential leader with over 20 years of experience, Blair has been instrumental in driving the company's growth and innovation.
Blair joined Actalent’s sister company, Aerotek, in 2014 as the director of marketing — overseeing all marketing functions, including brand management, advertising, content marketing, public relations and sales support. In 2017, she was promoted to managing director of marketing and technology where she continued to grow the marketing program while also driving digital acquisition results through technological development. Under Blair's leadership, Aerotek launched significant AI and technology innovations to enhance recruiter efficiency, elevate the talent experience and boost sales performance, including integrated ATS/CRM and texting systems and a mobile application.
Blair excels in driving results through strategic partnerships and technology development. Her dedication to innovation enhances Aerotek's competitive edge and ensures its position as a staffing industry leader.

Brad Kennedy
Senior Vice President, Regional Operations
Brad Kennedy is a senior vice president for Actalent. Responsible for leading Actalent’s Regional teams in North America, Brad oversees delivery, business development and strategic direction to position Actalent as an industry leader in engineering and sciences talent solutions.
Having held multiple roles in sales and operations over the years, Brad leverages his experience as a leader to facilitate the development of his teams in various regions. Brad joined the Allegis Group organization in 1997 as a recruiter.
Sean Banks
Regional Vice President, Midsouth
Sean Banks is a regional vice president for Actalent. Responsible for leading Actalent teams in the Midsouth region of the United States, Sean oversees sales and operations efforts to position Actalent as an industry leader in engineering and sciences talent solutions.
An experienced leader with strong business development acumen, Sean is responsible for engaging and developing his teams across the region with a focus on results. Sean began his career as a recruiter with Allegis Group in 2000 out of Grand Rapids, Michigan.
Michael Burke
Regional Vice President, East
Mike Burke is a regional vice president for Actalent. Responsible for leading Actalent teams in the East region of the United States, Mike oversees delivery and business development efforts to position Actalent as an industry leader in engineering and sciences talent solutions.
Leveraging his years of experience in people engagement, Mike is accountable for the professional development of Actalent teams in his region. Mike joined the Allegis Group organization in 1996 as a recruiter in our Wayne, Pennsylvania office.
Sean Carmody
Regional Vice President, West
Sean Carmody is a regional vice president for Actalent. Responsible for leading Actalent teams in the West region of the United States, Sean oversees delivery and business development efforts to position Actalent as an industry leader in engineering, sciences, professional talent solutions, and services.
Sean joined the Allegis Group organization in 2003 as a recruiter in Milwaukee and has successfully progressed through various leadership roles in the organization. Prior to his current role, Sean served as Actalent's Vice President of Strategic and Divisional Sales, where he also led Actalent's Sales Transformation Coalition.
Passionate about his community, Sean has organized annual events to drive significant funding for a variety of charitable organizations.
Matt Lipp
Regional Vice President, Central
Matt Lipp is a regional vice president for Actalent. Responsible for leading Actalent teams in the Central region of the United States, Matt oversees delivery and business development efforts to position Actalent as an industry leader in engineering and sciences talent solutions.
He began his career with the Allegis Group organization in 2005 as a recruiter in our Bloomington, Minnesota office. Having held multiple roles in sales and operations over the years, Matt is committed to the development of his teams in the region.
Mark Cooper
Executive Director, International Business Development and Operations
Mark Cooper serves as the executive director of International Business Development and Operations for Actalent. Responsible for driving new engineering and sciences services business opportunities outside of the United States, Mark leads a team of subject matter experts and sales executives across EMEA, Canada and India.
Mark began his career with Allegis Group in 1988 as a technical recruiter and has held an array of leadership roles across the network of operating companies during his tenure.
